Anyway, if you look at your breaker box you will notice that the main incoming to your house is a single pole 63A MCCB, which is then further divided into sub circuits such as your power points, aircons and lightings.
Maybe the 20A breaker that you are referring, is a dedicated breaker for your aircon, which in most cases is more then sufficient..
